On July 1, 1997, 4-year-old Jessica Phelps mother was taking a shower while was playing outside her house in Flint, Michigan around 7 p.m. It was the last time she was seen. She had been kidnapped. Nine months later on April 2, 1998, around 1:15 p.m. a road crew discovered her body. She was found in a culvert in Atlas Township which was 15 miles away from her home.
